This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The contractor shall furnish all parts, material, labor, equipment and supervision necessary to provide maintenance services on the Honeywell Temperature Control System that serves the data center at building 185, Offutt AFB, NE. These services include all labor and travel expenses required for factory trained technicians to perform the work as outlined during no less than 12 onsite visits throughout the year, to include phone support to the Weather Wing Facility Office and maintenance contractor to assist with control questions and problems. All services are located at the 557th Weather Wing (557 WW) facility, building 185 on Offutt Air Force Base in Nebraska. The work shall include the following specific requirements. The Request for Quotation (RFQ) number, F3HRA11076AW01, shall be used to reference any written quote provided under this RFQ. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06; Effective July 12, 2021. This is a set-aside for SMALL BUSINESS. The North American Industry Classification System (NAICS) code for this project is 561210 with a size standard of $35.5M. The purpose of this combined synopsis and solicitation is for the purchase and delivery of maintenance support services in accordance with the attached Performance Work Statement (PWS) Attachment 1. Offutt Air Force Base anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 561210. The size standard for NAICS is $41.5M. The requirement is to provide maintenance services on a Honeywell Temperature Control System. Additional details are included in the draft Performance Work Statement (PWS) attached. Salient Characteristics: review PWS attached. Include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date, and any related specifications/drawings. We are interested in any size business that is capable of meeting this requirement. Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. All interested firms should submit a capabilities package that outlines the firm’s capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 5 single-sided pages in length. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.
