This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation F3H3G29010AW01-CES_Control_Access_System is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01 (effective 20 December 2018). This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 541512 and the small business size standard is $27.5 Million. The following commercial items are requested in this solicitation; CLIN 0001 - Control Access System The contractor shall furnish all labor, transportation, materials, equipment, special tools, expertise, supervision and services required to design, execute installation, and provide in-house training on one (1) Control Access System. Specific requirements for this project include but are not limited to: - A computer based master control system with 24" monitor and remote devices. System must have the capability to easily add and remove proximity cards and user PIN numbers. The capability to record date, time, and the user accessing locks is required. System must also be able to implement multiple preprogrammed lockdown scenarios depending on the situation. - Proximity readers and electronic mortice locks - Magnetic door holdback - Proximity readers with PIN keypads and door controls - Three (3) Color 4K High Definition, low light dome cameras - 8 channel NVR with at least 4 Terabyte (TB) of storage with 8 POE camera ports - Two (2) 48" Video monitors with wall mounts - Appropriate controller/reader power supplies, power supplies for all locks, battery backup for entire system, and Uninterrupted Power Supply (UPS) for master station - Twenty Five (25) proximity cards - Twenty Five (25) proximity fobs - End User Training Please see attached Statement of Work for further details. A site visit is scheduled for 1000hrs/10:00 AM CST on 13 March 2019 at Bldg. 301D to give prospective contractors an opportunity to view the location for better understanding. All questions are to be answered at the site visit and later posted to www.FBO.gov once the site visit is complete. Questions are to be sent no later than 11 March 2019 by 1300hrs/1:00PM CST. The vendor will be responsible for providing a proposed drawing of system layout with bid submission for technical review prior to award, and an as built drawing at completion of contract. All quotes are to be reviewed for Technical Evaluation and Acceptability based upon the criteria provided in the Statement of Work. Work will be completed at BLDG. 301D on Offutt AFB The following provisions and clauses apply to this requirement: - FAR 52.212-1, Instructions to Offerors--Commercial Items, - FAR 52.212-2 Evaluation -- Commercial Items and award will be made to the lowest priced quotation that meets the physical, functional, and performance criteria outlined in CLIN 0001, - FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, - FAR 52.212-4, Contract Terms and Conditions-Commercial Items; - FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
