This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02 (effective 16 Mar 2023). This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 334118 and the small business size standard is 1,000 employees. This requirement is being considered a commodity item with installation. CLIN 0001 – Key Tracking System The contractor shall furnish all labor, transportation, materials, equipment, special tools, training, expertise, supervision, and services required to install the key control system in building 369. Installation, training, and freight will be included in the new system purchase. Unit of Issue: Lot Qty: 1 Pertinent Information The provided system shall meet or exceed the following requirements: • Product must have a multiuser interface with capacity to save a minimum of 650 profiles. Must have Fingerprint and username/password or pin for multiple entry access options. • Systems must have the ability to assign single and multiple roles/access to each profile stored. • Must secure 360 individual swipe style cards. • Must secure 144 individual keys. • System must support an expansion up to a minimum of 250 swipe card and 250 individual Keys. • Backup power supply is required or an alternate means to access keys and cards while maintaining key security in case of a power outage. • Must be able to fit inside an 8’ x 6’ storage room. • Must be able to record each transaction via motion sense and store video surveillance for an extended period. • Installation to include necessary equipment, accessories, mounting hardware, signage, etc. must be included in the purchase price. • The new key management system must provide a one-year warranty for software and hardware support - 24/day, 365/yr via phone and a warranty for onsite repairs - during normal business hour 0800-1700. • Initial training must be included in with purchase cost. • System must be able to print off data collected and run reports of system usage. • Must have tamper proof storage for all keys and cards. • Must be a self-supporting system. • Must have the ability to operate off of wired ethernet cable and not solely rely on wireless means. • No extra fees or expenses can be added separately outside of the final bid price.
