SOURCES SOUGHT SYNOPSIS: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following services listed below: If your organization has the potential/interest to provide the item/s listed below, please provide the information requested. -- Android Team Awareness Kit (ATAK) Training and Configuration Bldg 42 for Offutt AFB, NE. See page 2 for additional details. The designated NAICS Code is 541511 and a Size Standard of $27.5 Million. Please note NAICS and Size Standard are subject to change. Your response shall include the following information: • Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.) • Whether or not your company is SAM.gov registered • Capability Statement/Contact Info o Relevant past performance on same/similar work dating back to the last three (3) years and your company's capability to do this type of work. o Teaming Arrangements to include relevant past performance on same/similar work dating back to the last three (3) years. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Work below). IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. Statement of Work Android Team Awareness Kit (ATAK) Training and Configuration Building 42/SFS 12 April 2019 1. Program Overview: The Statement of Work will govern the procurement of ATAK software licenses and configuration of ATAK software on separately purchased (10) Samsung Galaxy S3. Additionally, the successful contractor shall conduct training on proper use of purchased ATAK software for 55 SFS personal. 1.1. Minimum Specifications: The requirements contained herein are the minimum required specifications and features to be accepted under the resulting contract. 2. Scope of Work: The requirement covered by this Statement of Work consists of all training and software configuration of ATAK software on (10) separately purchased Samsung Galaxy S3 tablets equipment. 2.1 Installation: The contractor shall furnish equipment to install and train on ATAK software on separately purchased (10) Samsung Galaxy S3 tablets. 2.2 Products: The following items (or equal) shall be provided: • Computers • Misc. equipment for installation 2.3 Equipment Loss or Damage: Any and all damages to (10) Samsung Galaxy S3 tablets shall be replaced at the cost of the awarded contractor. 2.4 Operational Requirements and Specific Tasks: The Contractor shall visit the premise and thoroughly familiarize themselves with all the details of the work to be done and the working conditions. Access will be gained by contacting the Security Forces Operations Office at 402-294-4880. If any conflicts occur necessitating departure from the Statement of Work, the reason(s) for the departure and all relevant details shall be submitted to the Contracting Officer for written approval. The Contractor shall coordinate and properly relate the work to be done to the site and to the work of all the trades. 2.5 Final Acceptance Inspection: The Security Forces Operations Section will ensure the awarded contractor has successfully uploaded the ATAK software on (10) separately purchased Samsung Galaxy S3 tablets and trained 55 SFS personnel on software operations and maintenance. 3. General Requirements: 3.1 Hours of Operation: Working hours for the contractor shall be between 0800 hours and 1600 hours CST Monday through Friday, excluding Saturdays, Sundays, base down days, and Federal holidays. The Contracting Officer may authorize the Contractor to perform work during periods other than duty hours stated above. If the contractor wishes to work during periods other than above, a written request must be submitted to the Contracting Officer and written approval must be provided to the Contractor prior to any changes in the work schedule. 3.2 Security Requirements and Base Access: An Air Force Form 75 (AF 75), Visitors Pass is required for all Contractor employees and vehicles. AF Form 75 is available from Security Forces personnel at the STRATCOM Gate (South entrance). Contractor shall ensure the pass and identification items for contract performance are obtained and renewed (as required) for employees and non-Government owned vehicles. Contractors shall access the base using the STRATCOM Gate and are subject to vehicle search. Contractors will be responsible for escorting all material trucks requires for the project from the STRATCOM Gate to the job site and back off base. Escort privileges must be included in the AF Form 75 request for an individual to be an escort.
