1. SCOPE: Contractor shall furnish all design, labor, equipment, material, transportation, administration, supervision and determine required period of performance necessary to perform all operations in connection with successfully providing Communications Cabling to Building 10571 at Nellis AFB, Las Vegas, Nevada. When complete, the project shall be as shown below (either in the attached sketch or work description). 2. LOCATION: The project site is located at Nellis AFB, Nevada. The Main base is located approximately nine (9)miles north of downtown Las Vegas on Highway US 93 (Las Vegas Blvd.). NAFB consists of three main areas: the Main Base, Area II and Area III. 3. COMMUNICATIONS SPECIFICATIONS: The design and construction of the communications system shall comply with the requirements stated in the following documents: Section 271000 Building Telecommunications Cabling System, latest edition; 38 EIG Handbook 33-01 Communications and Information FIRST FOUR HUNDRED FEET; Engineering Technical Letter (ETL) 02-12: Communications and Information System Criteria for Air Force Facilities; UFC 3-580-01 Telecommunications Building Cabling Systems Planning and Design; Telecommunication Industry Association (TIA) Standards; Comm Room Wiring Plan. All work under this section shall be performed by and all equipment shall be furnished and installed by a Building Industry Consulting Service International (BICSI) certified telecommunications contractor. Any conflicts between standards must be brought to the Contracting Officer's attention and will be resolved through the appropriate 99CS Plans and Programs office. 4. DRAWING STANDARDS: Please provide As-Built drawings, heat maps, equipment lists, with Serial Numbers and spectrum analysis results for all desired coverage areas and acceptance testing documentation/report as show within 30 days of project completion. 5. ENVIRONMENTAL PROTECTION: 5.1 The Contractor Shall Identify walls, ceiling tiles and areas that will be penetrated or disturbed for successful completion of the project. 5.2 The Customer shall submit an AF Form 332 to survey/test for Asbestos Containing Material (ACM) and Lead Base Paint (LBP) in the areas of penetration/disturbance. 5.3 The cost of testing if required will be funded by the customer. 6. WORKING HOURS: Standard working hours are from 7:00 a.m. to 4:00 p.m. Monday through Friday excluding Federal Holidays and the day after Thanksgiving. Contractor requested deviations to this schedule will be considered if it is in the best interest of the government as determined by the Contracting Officer. If the Contractor desires on working hours other than 7:00 am to 4:00 pm, Monday through Friday, he must submit to the Contracting Officer a work schedule at least five working days prior. The schedule shall note the activities planned, the planned hours of work, and the reason for the additional hours so that the construction inspectors can plan their work schedule. DESCRIPTION OF WORK: Bldg. 10571 requires installation of Outside Plant cabling 25 pairs of Copper and 12 Strands Fiber Optic Cable to be spiced in the Manhole Specified by the 99th CS/SCOIC Cable Shop Ph: (702) 652-2423. Additionally, all Cabinets, Building Entrance Terminals, Premise Wiring Cable Supports, Patch Panels, Cabling and Faceplates will need to be installed to provide all infrastructure required to make the facility Operational. Please see attached Drawings provided. All Equipment and cabling installed will comply with Nellis-Creech Comm Stds NC 2710. DESCRIPTION OF SERVICES SPECIFIC TASKS: 1.1 COMMUNICATIONS ROOM 1.4.1. Install comm rack in the room identified in attached drawings 1.4.2. Ensure comm rack is grounded IAW NC 2710 para 2.4.2 and has dedicated power 1.4.3. All drops will be ran back to and terminated in the comm rack, labeled IAW NC 2710 para 2.5.4 1.4.4. Install Fire Retardant Plywood Backboard 48" X 48" as identified IAW NC 2710 para 2.4.1 1.4.5. Drops will be terminated in an appropriate patch panel 1.4.6. Patch panels 110 type and will be installed in the comm rack and properly secured 1.2 OUTSIDE PLANT COPPER/FIBER INSTALL IAW SECTION 33 82 00 - TELECOMMUNICATIONS, OUTSIDE PLANT 1.2.1. Install and splice 12 Strand SMFO Cable from new Red Horse COAT Classroom to HH 101050-A. (See attached drawing) 1.2.2. Terminate Cable into 12 Strand SMFO Patch Panel with LC connections in Building the New Comm Cabinet in B10571. 1.2.3. Splice 12 Strand SMFO in HH 101050-A into Case and Count identified by 99 CS/Cable Shop. 1.2.4. Splice 36 dark Strand SMFO (labeled 48 Strand SMFO, count 73-120; B10301 to HH 10150-A) in MH 601 into 144 Strand SMFO in MH 601. 1.2.5. Install 25 Pair Copper from Building 10571 Comm Room to HH101050A. 1.2.6. Terminate 25 Pair Copper into a New Building Entrance Terminal (BET) 1.2.7. Cross Connect using Plenum Rated Cable to 110 Punch Down patch panel IAW NC 2710 para 2.4.5.1 1.2.8. Splice 25 pair copper in HH 101050-A in count provided by 99 CS Cable Chief. 1.2.9. Fiber Optic and Copper Cabling will be tested IAW NC2710 para 1.6.4 1.3 PREMISE WIRING AND DISTRIBUTION SYSTEM 1.3.1 Provide Cable Tray/J Hooks as Outlined IAW NC2710 para 2.5 1.3.2 Install drops in existing double gang boxes identified in Attached Drawing and IAW NC2710 1.3.3 All drops will be ran back to and terminated in the appropriate patch panel in the comm cabinet. 1.3.4 Data Plates will be labeled in accordance with NC2710 para 2.5.4
