This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. 1. The solicitation number is F3G3CE3180AW01. This solicitation is issued as a Request for Quote (RFQ). 2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 2 June 2023. 3. This requirement is solicited 100% Total Small-Business set-aside, and the associated NAICS code 561790 -Other Services to Buildings and Dwellings, Small Business Size Standard is $9.0M. 4. To be considered for this requirement, offerors shall provide a completed Bid Schedule. Please see “Attachment 1 - Bid Schedule”. Please ensure that all prices, extended prices, and total prices are checked and verified for accuracy. DO NOT go two (2) digits beyond the decimal point. Reference the "Combined Synopsis Solicitation" attachment for contract line-item numbers. 5. Description of Requirement: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform exhaust systems cleaning services at Nellis AFB food service facilities as defined in the Performance Work Statement (PWS). Please see “Attachment 2 - PWS 99 CES Exhaust Systems Cleaning” for more information. Period of Performance: Base Year: 01 October 2023 – 30 September 2024 Option Year One: 01 October 2024 – 30 September 2025 Option Year Two: 01 October 2025 – 30 September 2026 Option Year Three: 01 October 2026 – 30 September 2027 Option Year Four: 01 October 2027 – 30 September 2028 6. Delivery/Ship to Location: Nellis AFB, NV Place of performance is Nellis AFB, Nevada, and inspection and acceptance is FOB destination. 7. SITE VISIT. An initial site visit will be conducted at Nellis AFB, Building 554 Nellis Officers Club at 10:00 AM PDT on Friday, 8 September 2023. Nellis AFB is not an open base. Therefore, you must have a Base Pass to enter on to Nellis AFB. To obtain a Nellis AFB Base Pass, please complete the attached Base Pass Request Form (Attachment 3) and return to SSgt Ulysses Hernandez via email at ulysses.hernandez@us.af.mil no later than Tuesday, 5 September 2023 at 13:00 PDT. Nellis AFB Security Forces personnel will run a background check on each individual requesting Base Passes. Therefore, depending on the results of their background check, individuals may be denied access to the installation. Security Forces personnel will not disclose the reason for denial of base pass request. Individuals may pick up their bases passes at the Nellis AFB Visitor Control Center (VCC) at the Nellis AFB Main Gate (Las Vegas Blvd and Craig Rd). The VCC is extremely busy so plan to pick up base passes well in advance of the actual site visit start time. When picking up passes from the VCC, individuals must have proper identification. If individuals will be driving on the installation, proof of vehicle insurance and or the rental car agreement must be presented when picking up their pass. As of May 18, 2021, per AFMAN 31-101V3, Nellis AFB is enforcing the REAL ID Act. Only valid and current driver’s license or state IDs compliant with the Real ID Act of 2005 will be honored unless there is another form of ID used with the noncompliant ID. ID that meets this requirement can be found at https://www.nellis.af.mil/Resources/Base-Entry/ as well as additional second ID requirements if not using a Real ID. Questions that may arise from the Site Visit, shall be asked, in writing, and sent no later than Tuesday, 12 September 2023 at 13:00 PDT.
