The 42d Contracting Squadron, Maxwell AFB, AL, is seeking sources that can provide Critical thinking assessments for use in Chief's Leadership Course on Maxwell AFB in accordance with the attached "draft" Statement of Requirements (SOR) (see Attachment 1). All feedback and information received may be used to determine the appropriate acquisition strategy. NOTES OF IMPORTANCE: 1. A solicitation does not exist for this requirement. This is only a sources sought synopsis, so please do not submit proposals. The Government does not intend to award a contract on the basis of this sources sought. 2. If the Government decides to pursue a solicitation, portions of your responses to this sources sought may be incorporated into the final solicitation. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 3. Respondents will not be reimbursed for any costs incurred in responding to this sources sought. Information submitted will not be returned to the respective respondents. 4. Oral submissions of information will not be considered in response to this sources sought. To assist the Government in developing a potential acquisition strategy, please provide the following information: 1. GENERAL INFORMATON: a. Company name, address, point of contact, voice and fax telephone numbers and e-mail address. b. Type of business, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc.), under North American Industry Classification System (NAICS) 541720, which contains a size standard of $20,500,000. CAGE Code and DUNS Number. c. Under which NAICS code does your company usually provide the requirements described in the attached SOR. Please provide rationale for your answer if different from NAICS 541720. d. Please describe any customary commercial contract terms or conditions that you feel would make any resulting contract more effective if applicable. 2. CAPABILITIES: The Government is seeking qualified, experienced sources interested in providing the items identified in the attached draft SOR. Please address the following regarding your capabilities in meeting the requirements contained in the attached "draft" SOR: a. Please answer yes or no, if your company is capable of fulfilling this requirement. b. If your company can meet this requirement please provide a yes or no response, to the following questions in regards to the non-manufacturer rule: i. "Draft" SOR Attachement 1 Statement of Requirements Critical Thinking/Thinking Style Assessments 1.0 PURPOSE. Develop Air Force competencies required of senior enlisted leaders as prescribed, i.e. AFMAN 36-2647. 1.0 DESCRIPTION OF ITEMS. The following items are required for performance under this contract: Critical thinking assessment and a thinking style assessment to effectively assess cognitive performance in critical thinking and awareness of individual thinking styles. Critical thinking assessments in support of academics at the Chief's Leadership Course must: • Be accessible from multiple on-line browsers to include Internet Explorer, Firefox, and Chrome. • Facilitate Air Force institutional competencies learning objectives • Require no more than 45 minutes to complete based on 250/words per minute reading rate. • Provide qualitative and quantitative scoring that includes a peer group comparison • Be based on critical thinking skills as defined in the 1999 Delphi Report • Assess critical thinking skillsin the following areas: inference, recognition of assumptions, deduction, interpretation, and evaluation of arguments. • Consist of multiple choice or selected response options only (no essays or fill in the blanks) • Automatically and instantly score assessments • Provide ability for CLC faculty administrator to determine options for scoring feedback/delivery that include ability to designate automatic release of scoring feedback directly to test-taker with no required input or action by vendor or faculty, and the option to manually control release of scoring as desired by faculty administrator • Offer timely responsiveness to technological issues - within 24 hours of request Thinking style assessment in support of academics at the Chief's Leadership Course must: • Be accessible from multiple on-line browsers to include Internet Explorer, Firefox, and Chrome. • Require no more than 20 minutes to complete based on 250/words per minute reading rate. • Provide qualitative explanation of thinking styles and their applicability to critical thinking skills • Consist of multiple choice or selected response options only (no essays or fill in the blanks) • Automatically and instantly score assessments • Provide ability for CLC faculty administrator to determine options for scoring feedback/delivery that include ability to designate automatic release of scoring feedback directly to test-taker with no required input or action by vendor or faculty, and the option to manually control release of scoring as desired by faculty administrator • Offer timely responsiveness to technological issues - within 24 hours of request 2. 0 ACCEPTANCE OF ITEMS : Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment. 3.0 GENERAL INFORMATION: Items must be available on-line for use when needed.
