This is a combined sources sought and notice of intent to award a sole source contract. Should this notice fail to identify viable alternatives and/or capable resellers of the sought equipment, a direct award will be issued directly to Research Electronics International, LLC, IAW FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The government is seeking one MESA Mobility Enhanced Spectrum Analyzer (2.0). The MESA is a specialized portable hand-held spectrum analyzer with a rapid sweep speed and functionality suited for detecting unknown, illegal, disruptive, and anomalous rogue transmissions across a wide frequency range. Critical minimum features required: . Handheld Spectrum Analyzer . Sweeps 200GHz per second . Persistence, Live Raster Waterfall Display, RSSI mode . Patent Pending Cached Peak Function . Patent Pending Smart Bars Mode to quickly identify new signals . Mobile Bands Mode showing RF levels of customizable spans . Wifi and Bluetooth modes to identify access points . Interchangeable antennas and probes including (varies depending on kit): . Whip Antenna 30MHz to 6GHz . Fixed Dipole Antenna 85MHz to 6GHz . VLF Loop Antenna 10kHz to 30MHz . Runs on rechargeable battery DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE: It is our belief that to date, Research Electronics International, LLC provides the only complete solution through their MESA Mobility Enhanced Spectrum Analyzer (2.0). Sources shall include in their information, a detailed capabilities statement proving ability to meet minimum specifications, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, ServiceDisabled Veteran- Owned Business), and a positive statement of interest to submit a quote. Capabilities presented that do not meet government requirements will not be considered.
