The 47th Flying Training Wing intends to award a follow-on contract with Arbinger development with the objective of "Effect Outward Mindset professional developmental education at the executive level in advance of 2020/2024 full 47 FTW roll-out" through Arbinger. This requirement is a follow-on action to provide for scheduled training events for the period 1 Mar 20 - 29 Feb 21, with four option years. Contract will be awarded using a GSA schedule. In accordance with FAR 8.404(a), the following FAR parts are not applicable when placing orders against Federal Supply Schedules : FAR Part 6, 13, 14, 15 and 19. A statement of work is not required for this requirement. As a result, FAR 8.405-1 Ordering Procedures will be utilized. FAR 8.405-1(d) provides procedures for proposed order exceeding the Simplified Acquisition Threshold. IAW FAR 8.405-6(a)(1)(B) this requirement will not be competed due to Arbinger's proprietary nature and unique approach. The recommendation is to issue a task order under GSA contract GS-10F-099AA as sole source due to the proprietary nature and unique approach of The Arbinger Company. The task order will be issued no later than 01 March 2020.
