The Government requires supply and delivery of two crash-rated, portable, 100% manually operated vertical-lift beam barrier gates for emergency roadway control. The gates must be certified to ASTM F2656-07 M30 P3 (stopping a 15,000-lb vehicle at 30 mph with 23.1–98.4 ft penetration) and remain fully functional, repositionable, and reusable after impact. They must have a 16–20 ft clear opening; require zero electrical power and no ground anchoring, drilling, or excavation; provide at least 90 degrees of vertical beam articulation; and allow manual open/lock in under 30 seconds. Systems must support manual loading/unloading into standard utility trailers without heavy equipment and complete single-person setup in under 30 minutes.
