This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. The solicitation number is F2BDCK0055A104. This solicitation is issued as a Request for Quote (RFQ). 2. This requirement is solicited as full and open competition (brand name only). 3. Below is the contract line item number (CLIN). CLIN 0001 – E-911 for Nellis AFB and Creech AFB THIS IS A BRAND NAME ONLY REQUEST- applicable to items specified with (*) below. 4. Brief description of requirement for the items to be acquired. a) Item list: -*VESTA R7 Call Taking Workstations Qty: 12 -Digital Logging Recorder Tech Refresh: Q-2019-EXA-0422-4 -Unique Communications Geo-Diverse ALIson: Q-2019-EXA-0429-5 -Unique Communications IP Discovery -Installation -Shipping -Total Price: b) Delivery Date: 180 days ADC c) Delivery/Ship to Location: Nellis AFB, NV d) Inspection and acceptance: FOB destination e) PWS for this requirement is attached to the combined synopsis/solicitation posting. f) Required salient characteristics include: ability to completely integrate all functionality with Clark County/City of Las Vegas VESTA R7 systems, to include but not limited to: complete call/data transfers, ANI/ALI services via call handling equipment, computer-aided dispatch (CAD), and land mobile radio (LMR) interoperability requirements. Call taking stations must be capable of accepting/transferring calls, displaying Automatic Number Identification (ANI)/Automatic Location Identification (ALI) information with touch screen monitors, and any pertinent data received regarding the call. 5. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. The clause at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition with the following addendum: Requirements. All quotes shall include the following minimum information: Product Specifications, Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule. IAW FAR 52.204-7 and DFARS 252.207-7004 Alt A, prospective vendors must be registered in the System for Award Management (SAM) database prior to contract award. This is an “all or none” requirement and will be awarded on one contract. Multiple contracts will not be issued. Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated. Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Offer has provided all items listed in 52.212-1. The offeror’s quote clearly meets the requirements of the Solicitation and the PWS. Unacceptable Offer has not provided all items listed in 52.212-1. The offeror’s quote does not clearly meets the requirements of the Solicitation and/or the PWS. Offerors shall provide (or will complete SAM registration which entails) a completed copy of FAR 52.212-3 – Offeror Representations and Certifications – Commercial Items, with their offer. The clause at FAR 52.212-4 – Terms and Condition – Commercial Items applies to this acquisition. The following FAR clauses cited are applicable to this acquisition: FAR 52.219-28, 52.222-19, 52.222-37, 52.222-40, 52.222-50, 52.225-13, and 52.232-33. FAR 52.219-1 -- Small Business Program Representations. (a) Definitions. As used in this provision-- “Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. As used in this clause— (1) “Contract financing payment” and “invoice payment” have the meanings given in section 32.001 of the Federal Acquisition Regulation. (2) “Electronic form” means any automated system that transmits information electronically from the initiating system to all affected systems. Facsimile, e-mail, and scanned documents are not acceptable electronic forms for submission of payment requests. However, scanned documents are acceptable when they are part of a submission of a payment request made using Wide Area WorkFlow (WAWF) or another electronic form authorized by the Contracting Officer. (3) “Payment request” means any request for contract financing payment or invoice payment submitted by the Contractor under this contract. (c) The Contractor may submit a payment request and receiving report using other than WAWF only when— (1) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization. “Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). “Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system. (b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall— (1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. (End of clause) AFFAR 5352.201-9101 - Ombudsman (Jun 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. (End of clause) AFFAR 5352.242-9000 - CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (NOV 2012) (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. (b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names, dates of birth, social security numbers, citizenship, and driver’s license / state identification, of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license (additional supporting documentation is required when driver’s licenses from Utah, New Mexico, or Washington is provided such as Passport, original Birth Certificate with raised seal, or original Social Security Card), current vehicle registration, valid vehicle insurance certificate, and for non-US citizens, documentation demonstrating legitimate ability/status to be in the United States to obtain a vehicle pass. (c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. (d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall be briefed on the requirements of AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management. Compliance with the requirement of these AFIs is mandatory for access. (e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
