The 17th Contracting Squadron at Goodfellow AFB, TX, is conducting market research to identify qualified 8(a) companies capable of providing Information Technology (IT) Property Custodian (PC) and Subordinate Cyber Security Liaison (CSL) services as outlined in the attached draft Performance Work Statement (PWS). This service is currently being performed by an 8(a) entity, and the follow-on contract is anticipated to be made via an 8(a) competitive award. This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Air Force in developing its acquisition strategy and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to it. The purpose of this RFI is assessment of industry capabilities and interest. This sources sought will aid the Government in determining whether 8(a) contractors can continue to perform the effort. The NAICS Code determined appropriate for this acquisition is 541513, Computer Facilities Management Services. The size standard associated with NAICS 541513 is $30 million. Firms responding to this announcement shall indicate their business size for NAICS code 541513 and their graduation date from the Small Business 8(a) Program. Please include your CAGE Code and DUNS number as well. The tentative period of performance will be a one base year, four option years, and one six month option to extend services. The period of performance is estimated to begin approximately 1 October 2020. Please note that there are specific security requirements for this effort, including Top Secret/SCI clearances.
