1.0 GENERAL SCOPE The contractor shall provide all personnel, labor, and supervision necessary to provide continuous, 24 hour a day 7 days a week, maintenance of hardware and software support to the CEMS and CEMDAS equipment monitoring and reporting environmental emissions for boilers 5A and 6A required of the Central Heat and Power Plant at Eielson Air Force Base, AK. Contractor shall comply with all commercial and industry standards, and all applicable federal, state, and local laws, regulations and procedures. This current software, new software and hardware equipment support will be required for a minimum of one year with option years available. 2.0 GENERAL INFORMATION 2.1 Contractor will provide maintenance/technical support for the following environmental monitoring and controls equipment (CEMS-CEMDAS). 2.1.1 CEMDAS Continuous Emissions Monitoring Data Acquisition System 2.1.2 Two (2) California Analytical Instruments 600 2.1.3 California Analytical Instruments ZRE2 and ZPA2 2.1.4 Two (2) Perma Pure Sample Pump 4S-9PA 2.1.5 Maple Systems Touch Panel HMI 5043L 2.1.6 Allen Bradley Compact Logix L32E Processor 2.2 Contractor will provide Monitoring Solutions complete service to include; 2.2.1 Two Onsite Visits per year to provide continued preventative maintenance training to plant personnel of Continuous Emissions Monitoring and Data Acquisition systems equipment, including analyzers and probes. This includes but is not limited to flow check, filter replacements, media replacements, and cleaning. Annual tune-up and overhaul is required as well. 2.2.2 Provide 24/7 emergency telephone support for system problems that occur outside of the normal business hours. 2.2.3 Ensure unlimited telephone support during normal business hours to answer questions relating to the operation and maintenance of existing CEMS-CEMDAS systems. 2.2.4 Perform required Cylinder Gas Audits (2 per year) and provide a written report within 30 days of completion of the on-site activities. 2.2.5 Ensure field service engineer is on-site within 72 hours of the determination that on-site support is required. 2.2.6 Contractor will provide emergency parts shipment (expedited shipment and delivery) of in-stock parts for any emergency. 2.2.7 Provide annual CEMDAS proprietary software support of Data Acquisition System to ensure continued updates required of the Environmental Protection Agency and Alaska Department of Environmental Conservation. 3.0 SUPPLEMENTAL INFORMATION 3.1 The following personnel are representatives for this project; Mr. Ivan Young, Phone#: 907-377-4184, E-mail: ivan.young.2@us.af.mil Mr. Eric Girard, Phone#: 907-377-4831, E-mail: eric.girard@us.af.mil 3.2 The government will provide temporary internet and network communication requirements for access to the CEMS-CEMDAS network equipment on an "as needed" basis.
