The Air Force Test Center (AFTC) is seeking potential sources from industry on its ability to provide an Infrared (IR) Spectrometer to support ongoing propulsion related research and development af the Air Force Research Laboratory (AFRL). The acquisition will include all equipment and shipping with the minimum capabilities and specifications as follows: Detector and Wavelength Characteristics Spectral Range: The instrument’s spectral range shall be at least 0.88 ?m to 15.0 ?m (11363 cm-1 to 667 cm-1). In addition the spectral range of each of the various detectors required to meet the overall wavelength range requirement shall overlap by at least 0.5 ?m to support radiometric calibration. Spectral Resolution: The instrument shall have a minimum of six (6) user selectable spectral scan resolutions from 1 cm-1 to 32 cm-1 with a spectral resolution not to exceed 10 nm and 100 nm at 2 ?m and 7 ?m, respectively, for a 16 cm-1 spectral scan resolution. Sample Rate: The instrument shall have a sample rate that can be adjusted by modifying the scan speed to provide approximately 14 to at least 80 spectra/sec at 16 cm-1 spectral scan resolution (Ref. section 3.1.2). Dynamic Range: The instantaneous dynamic range, defined as the ratio of the maximum measurable signal level within the detector’s linear range to the noise equivalent spectral radiance (NESR) (Ref. section 3.3.2), shall be 10,000 or greater. Electronics Time Stamp: The instrument’s internal clock shall provide for the ability to synchronize with an externally connected IRIG B AM time signal and encode each sample with a time stamp accurate within 1 msec or less. If an external IRIG input is not available, the instrument shall provide an alternate method of outputting an external signal(s) time aligned with the instruments sample rate with a determinism of less than or equal to 1 msec. A/D Converter: The instrument’s internal analog to digital (A/D) signal converter shall have a resolution greater than or equal to 16-bit, and that full range shall be preserved in the system’s generated data file. Performance Wavelength Repeatability and Accuracy: The spectrometer shall have a minimum wavelength repeatability of ±0.5% and accuracy of ±0.1 cm-1. Radiometric Sensitivity and Accuracy: The Noise Equivalent Spectral Radiance (NESR) at 16 cm-1 spectral scan resolution for a one second observation shall be equal to or better than the following values in Table 1, when operating at 80 spectra/sec or higher. Table 1: Noise Equivalent Spectral Radiance Wavenumber (cm-1) NESR (W/sr/cm2) 3500 9.0×10-10 2000 2.0×10-10 1000 6.0×10-9 750 7.0×10-9 Radiometric Accuracy: The radiometric measurement accuracy shall allow for repeatable measurements within ±1% of full scale reading. Linearity: Linearity of the system shall be characterizeable for accurate radiometric calibration over the entire wavelength range. Optical Field of View: The instrument shall be designed to use commercially available lenses, or government approved equivalent. The design of the instrument should provide for multiple field of view (FOV) options via interchangeable lenses. Each instrument shall be delivered with two lenses with a nominal round FOV of A. 75 – 80 mrad (4.3 – 4.6 deg), B. 25 – 28 mrad (1.4 – 1.6 deg) Out-of-FOV Rejection: The optical train of the instrument (with the delivered installed optic) shall be baffled sufficiently to reduce stray radiation entering from 87 mrad (5 deg) or greater off the optical axis by a factor of at least 1,000. Signal Attenuation: The instrument must allow for variable signal attenuation to limit sensor saturation without affecting the overall FOV. Field-of-View Uniformity: The measured output across the filled FOV shall not vary more than ±5% over 80% or ±7.5% over 85% of the FOV. General Power Supply: The instrument power requirement shall be self-contained and external power accessory, if required, shall be supplied with each unit. Operating Voltage: The instrument power requirements shall conform to 120 VAC ± 10% at 60 Hz ± 3 Hz with a maximum current of 5 amperes. Electromagnetic Compatibility: The instrument should be compliant with CE and FCC (Part15) regulations for emissions (Industrial equipment class), or equivalent. Ambient Operating Environment: The instrument shall be operable over the ambient temperature range from 10°F to 120°F and relative humidity range between 1 to 95% non- condensing. Also operable over an altitude range from sea level to at least 8,000 ft. Detector Cooling: If applicable, the detector shall be electrically cooled and the instrument shall reach operational temperature within 15 minutes. Instrument Housing: The instrument housing shall be rated at least IEC IP-51 (Ref. section 2.2.1) and shall be compact in size and weight for easy handling by one or at most two persons. Instrument Mounting: The instrument shall be operable on a standard table top or mountable to heavy duty tripods (such as QuickSet or similar) via integrated 5/8 in bolt mounts or equivalent. FOV Sighting: The instrument shall have a visible output co-aligned with the IR FOV. The output shall be recordable with a CCD type video camera. Optional visible integrated sighting scope for enhanced position alignment of more distance objects. Statement of Volatility: The instrument shall include a Statement of Volatility, or procedures to accomplish a complete and total instrument data memory wipe, such that no history of previous data collects resides within the instrument or on software GUI license dongles. Training: The vendor shall provide initial training of personnel on how to operate the instrument, perform calibration, collect and process the data. Training is to be accomplished at the vendor facility. Optional on-site training. Instrument Software Control Interface Instrument Software Environment: The instrument shall be supplied with software having a Graphical User Interface (GUI) that provides instrument status monitoring, instrument control, instrument data acquisition, and data viewing. The software shall be capable of running on existing Government computers under the Microsoft Windows 10 64-bit operating system or a Linux Red Hat 8 64 bit OS. The software shall communicate with the instrument using protocols and methods that either are industry standards or are provided along with full, detailed technical documentation. Any proprietary, licensed technology employed shall be provided with a non-expiring usage license. The software shall be able to start up and run without requiring the instrument to be connected and shall be able to detect and indicate the presence or absence of a connection with the instrument. Instrument Software Control: The software shall include the following functionality: Display live data from instrument Arm/Disarm instrument so that data acquisition will begin immediately upon a start trigger followed by saving the acquired data, incrementing filename, and rearming to accept another trigger. Start instrument data acquisition on-demand from the GUI or Application Programming Interface (API) Permit remote start instrument data acquisition via at least one of the following methods: API External hardware trigger consisting of a hardware switch closure and/or a TTL signal to the instrument head Stop instrument data acquisition either by an acquisition timer, GUI stop button, or through API Ability to automatically increment filename Ability to set base filename of output file(s) for next data acquisition Be scriptable and provide full functionality when used from either Python, C, or Matlab. Be capable of recording data at full sample rate with the capability to record up to at least 30 seconds with no dropped samples/frames Store the instrument configuration for the data acquisition in the set of produced data files Instrument Data Viewer: The provided software shall be capable of displaying data from previously recorded files. The default file format used to store the recorded data shall be accompanied by documentation about the binary format of the data fields or be a Standard Archive Format (SAF, see reference 2.1.1) data file. In addition raw or processed data shall be directly readable by Matlab or similar commercial software. Raw interferograms or processed data shall also be exportable in multiple formats to include SAF or ASCII format. Software Interface: An API, or similarly functioning software interface shall be provided that, concurrently with operation of the instruments software (reference section 3.6.1) allows the user to monitor (GET) and set (SET) instrument operational parameters. The API, or similar function, shall allow the user to GET: Instrument connections status Connected device ID IRIG sync statusInstrument internal temperature, if applicable Current Instrument State Not connected Idle, instrument connected and waiting command Armed, ready for acquisition Acquiring, capturing data Writing, saving data to disk, if applicable Complete, instrument acquisition and data transfer complete Error state The API, or similar function, shall allow the user to GET and SET Output file destination folder where acquired data files will be created Record durations in seconds Output file type, instrument native format or SAF, if applicable Base filename of output file(s) for the next data acquisition (GET desired) Sample rate in samples per second or Hz Current calibration file name (identifier/method), (SET desired).
