Combined Synopsis/Solicitation - Multiscale Rocket Engine Test (MRET) Variable Frequency Drives This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quote (RFQ). The solicitation number is F1SRQR1216A002 and uses the simplified acquisition procedures contained in FAR Part 13. All responsible sources may submit a firm-fixed price (FFP) proposal which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 (effective 12 July 2021) and Defense Federal Acquisition Regulations (DFARS) Change 9 July 2021, Air Force Federal Acquisition Regulation Supplement (AFFARS) AFAC 2021-0726 (effective 26 July 2021). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced, technically acceptable. NAICS is 334513 with a small business size standard of 750 employees. This is a commercial acquisition, with 100% SET-ASIDE FOR SMALL BUSINESSES. The Produce On-Demand Solid Rockets R&D Group at Air Force Research Laboratory, Edwards Air Force Base, requires acquisition of a Fiber Optic Sensing System that utilizes fiber optic sensors to measure temperature and strain. These fiber optic sensors will principally be integrated into fiber reinforced composite structures to measure temperature and strain at specific locations, while the structure undergoes heating or is mechanically stressed. The requirements for the Fiber Optic Sensing System are as follows: 1) An optical sensing interrogator, or multiple sensing interrogators, capable of: (a) measuring strain and temperature via Fiber Bragg Grating (FBG) sensors, having a minimum of two parallel channels, and capable of measuring temperature data at a minimum of 10Hz, and (b) sensing temperature or strain with a measurement point spacing of 5mm or less along sensor, using Rayleigh backscatter, and having at minimum two parallel measurement channels capable of measuring strain and temperature at a minimum of 10Hz. Any viable interrogator solution must be capable of interfacing with sensors 30 feet away from point of sensing. 2) Interrogator(s) software interface, capable of outputting data as a text file, or to C++, ideally able to visualize data in three dimensions. 3) A minimum of two Fiber Bragg Grating (FBG) sensors capable of sensing temperature. Sensors must be capable of measuring a threshold temperature of 175 degrees Celsius with a 250 degrees Celsius objective. Sensors must be 2.8 meters in length (110 inches) with 10 measurement points (gratings) embedded within sensor, at a pitch of 11 inches between sensors. 4) A minimum of two FBG sensors capable of sensing strain. Sensors must be capable of measuring strain at a temperature of 175 degrees Celsius with a 250 degrees Celsius objective. Sensor should be 2.8 meters in length (110 inches) with 10 measurement points (gratings) embedded within sensor, at a pitch of 11 inches between sensors. 5) A minimum of two distributed fiber optic sensors, having a length of 2.8 meters (110 inches), with approximately 0.1 inch pitch between measuring points, capable of measuring strain, at a threshold temperature of 175 degrees Celsius, and objective of 250 degrees Celsius. Ideally fiber optic is no greater than 1mm in diameter. 6) A minimum of two distributed fiber optic sensors, having a length of 2.8 meters (110 inches), with approximately 0.1 inch pitch between measuring points, capable of measuring temperature, at a threshold temperature of 175 degrees Celsius, and objective of 250 degrees Celsius. Ideally fiber optic is no greater than 1mm in diameter. Desired receipt for this requirement is by 31 August 2021. Please indicate the anticipated lead time for delivery.
