Combined Synopsis/Solicitation - Multiscale Rocket Engine Test (MRET) Variable Frequency Drives This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quote (RFQ). The solicitation number is F1SRQR1041A002 and uses the simplified acquisition procedures contained in FAR Part 13. All responsible sources may submit a firm-fixed price (FFP) proposal which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-03 (effective 15 February 2021) and Defense Federal Acquisition Regulations (DFARS) Change 15 January 2021 (effective 1 January 2021), Air Force Federal Acquisition Regulation Supplement (AFFARS) AFAC 2019-1001 (Effective: 1 October 2019). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced, technically acceptable. NAICS is 335312 with a small business size standard of 1,250 employees. This is a commercial acquisition, with 100% SET-ASIDE FOR SMALL BUSINESSES. AFRL requires three (3) variable frequency drives (VFD) to operate centrifugal cryogenic pumps of the Multiscale Rocket Engine Test (MRET) Facility. MRET is a new high-pressure, small-scale rocket engine test facility that is being constructed. This system involves several 10,000 psi flow systems with pumps to fill high-pressure tanks. These centripetal pumps are supplied power from VFD. The only slightly atypical need in this purchase is the outdoor service rating. The requirements for these drives are as follows: • 60 HP rating • Input/Output power 3-phase 460-480V • Mutiple inputs • PID to simple potentiometer plus key pad control • Outdoor service o NEMA 3, 3R, 4 or 4X enclosure o Temperature range from 20F to 115F, nominal o Altitude of 3250 feet • Overcurrent protection • Digital speed control Desired receipt for this requirement is by 25 March 2021. (d) Comptroller General Examination of Record.
