PRESOLICITATION DESCRIPTION: This presolicitation is for the Edwards Air Force Base Simplified Acquisition of Base Engineering Requirements (SABER) re-compete. Contractors interested to propose once a solicitation is released shall be able to provide all management, labor, material, equipment, transportation, supervision and minimal designs to accomplish numerous, concurrent projects for a broad range of maintenance, repair and minor construction work at Edwards AFB (EAFB), Air Force Research Laboratory (AFRL), NASA Armstrong Flight Research Center (AFRC) at both the Edwards Site and leased facilities in Palmdale, California (CA) , and Air Force owned/operated facilities located at Plant 42 in Palmdale, California (CA). The base encompasses over 308,000 acres, and 3,064 facilities containing 8,879,854 SF, with projects varying tremendously in complexity and nature. The size and diversity of EAFB necessitates expeditious response and efficient management of the heavy volume of task orders placed against the SABER contract. Facilities include, but are not limited to, research and development, hospital, secure areas, airfields, flight line, infrastructure, administrative, pavements, industrial, etc. This post does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that the Government will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The official release of such a solicitation will be released at a later time as discussed below. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude for this project is more than $10,000,000.00. NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 236220; size standard is $39.5M. TYPE OF SET-ASIDE: This is a Competitive 8(a) procurement. The resulting award will be for one (1) Firm-Fixed-Price (FFP) indefinite delivery indefinite quantity contract. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 13 JAN 2020. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to https://beta.sam.gov. The approximate due date for proposals is 11 FEB 2020 at 04:30 p.m, (PST). SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at the Contract Opportunities website, https://beta.sam.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored.
