his is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ). This solicitation uses the simplified acquisition procedures contained in FAR Part 12. All responsible sources may submit a firm-fixed price (FFP) quote with shall be considered by the agency. This solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07, DFARS Change Notice (DCN) 20210830 and AFFARSs AFAC 2021-0726. For this acquisition, a concern will be considered small under NAICS 561210 with a size standard of $16,500,000.00. CLIN 0001 1 EA., FM9 Fuel and Water Tank Cathodic Protection. (See attached Statement of Work) THIS ACQUSITION WILL BE “OTHER THAN FULL AND OPEN COMPETITION”. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. a. Provide Cage Code when submitting quote. Also provide full solicitation number on all packages. b. Liability Insurance c. Warranty (if applicable) 52.212-2--Evaluation--Commericial Items. a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price; (ii) Technical acceptability of the offer to meet the Government requirement. Only the lowest priced, technically acceptable (LPTA) offeror will be awarded. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum rquirements detailed in this solicitation. The following provisions and clauses apply: The following factor shall be used to evaluate offers: Lowest price technically acceptable offer, technically acceptable is meeting all minimum salient characteristics; Offers are due to Air Force Test Center (AFTC), Directorate of Contracting, 5 South Wolfe Avenue, Building 2800, Edwards AFB, CA 93524, no later than 22 Sep 2021 at 1:00 p.m. PST.
