THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The 812th Aircraft Instrumentation Test Squadron (AITS) performs a majority of the aircraft instrumentation for the operations at Edwards AFB (EAFB), California. This requires a large amount of commercial wire and cable. The following are requirements that govern the wire and cable that is used. This effort would support the fabrication of flight test instrumentation equipment, and the installation of this equipment onto flight test aircraft. The contracting vehicle would be a Blanket Purchase Agreement (BPA) to support a variety of flight test squadrons operating many and varied aircraft types. The installed instrumentation systems collect important data during flight to assess operational capability. 1. Wire and Cable will be manufactured in adherence to the following if applicable: A. SAE-AS22759 Wire, Electrical, Fluoropolymer-Insulated, Copper or Copper Alloy B. WC27500 Standard for Aerospace and Industrial Electric Cable C. MIL-DTL-17J Cables, Radio Frequency, Flexible and Semirigid D. AS6070B Aerospace Cable, High Speed Data, Copper. See T.O. 1-1A-14 Section 022 03 2. The manufacturer shall be ISO 9000 Certified and adhere to AS9100C in accordance with AS9104A. 3. When installing instrumentation, the items are Orange colored when possible. Therefore, any wire or cable that is used for instrumentation should be Orange colored. 4. To be able to identify what the wire or cable is connected to it is marked with it’s wire ID. Therefore, the wire should be UV Laser Markable. 5. When ordering wire or cable there are three priority requirements. These priorities (most important first) are as follows: 1. Quality/Accuracy, 2. Time, and 3. Price 6. There are large aircraft like the C-5M that take long lengths of wire and cable. There are also small aircraft like the F-16s that take small amounts of wire. In this BPA we are reducing the minimum wire/cable length to 250 feet and also adding the ability to order a small amount like 25 feet of that cable and 15 feet of that coax. This way we can allow a small aircraft to order more of what they need and not have a large amount of wire/cable remaining. 7. PVC as insulation/jacket for wire/cable is NOT permitted on an aircraft. 8. Fiber optic cable is being used on some aircraft. It is listed as an optional cable. It is nice to have it available but not a requirement. 9. Two-time frames from issuing the order to receiving the wire/cable have been defined. Normal delivery is specified as 8 weeks. As rush order is defined as 4 weeks. 10. Some of the non-shielded hock-up wire has a jacket color different than Orange. This wire will be used inside an enclosed box that can be removed. It is called a Line Replaceable Unit (LRU). 11. Information requested. The Government requests interested offerors that can fully support this requirement furnish the following information: A. Company name, address, points of contact, phone numbers and e-mail addresses. B. Information should include a brief description of experience in providing the type of support described above. Please include contract references relating to research and engineering expertise to include: contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone number. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. C. identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The potential North American Industry Classification System (NAICS) codes assigned to this procurement is 334511, “Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.” The Small Business Size Standard is 1,250 employees. D. Any other information deemed useful to the Air Force. Information packages should be limited to no more than 3 pages. 12. Inquiries.
