Synopsis/Solicitation – F1S0AW1162A003 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. Quotes are being requested and an additional written solicitation will not be issued. This is a request for quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2021-06, AFAC 2021-0310 and DFARs Change Notice (DPN) 20210709. NAICS is 541511. Description: The Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking a periodic refresh in data acquisition hardware and software that is used in preparing and conducting ground vibration test (GVTs). Performance Requirements: Vendor must be able to provide a hardware and software with the following specifications: Hardware Modular data acquisition system capable of handling minimum 120 input channels (with a capability to expand to 193 and 4 output channels with a source module capable of generating sine, sweep, random or user defined signals. Input module must incorporate 24 bit ADC’s, having a maximum sample rate of no less than 25.6kHz. Input ranges must be a minimum of 100mV to 10V. Must support TEDS technology. Software Data processing software to include measurement setup and recording, signal analysis (in both frequency and time domain), and data management. User interface should be workbook style such that test setup, data acquisition, data analysis and report generation be in a common environment. Data acquisition should have commonality between user interface and hardware for the different GVT test techniques including: burst random, sine sweep, step sine, normal modes. Should have ability to import Nastran/FEMAP data (models, geometry, FRFs and normal modes) in support of test data correlation of FEM. Required to be compatible with TEDS technology, and have channel recognition during channel calibration. User configurable on-line displays, with capability to display multiple functions simultaneously including FRF, coherence, and principle component analysis data, etc. FRF matrix should be able to be combined with data from other tests including legacy systems. Must have frequency domain based modal parameter estimator. From the stabilization diagram must have automated modal parameter selector. Must allow MAC correlation between newly acquired modal results and FEM predictions. Must have capability for automated report generation. Maintenance Yearly maintenance contract should include access to the latest software versions, technical support, and access to training documents. Provide a 10 year plan maintenance cost estimate.
