COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. ii. The synopsis/solicitation reference number is F1M3T19184AW01 & F1M3T19184AW02 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combination synopsis/solicitation that will be used to submit quotes. iii. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2019-05, Effective 13 Aug 2019. iv. This acquisition is 100% small business set-aside under NAICS code 423690 with a size standard of 250 Employees. v. Contractor shall submit a quote for the acquisition of 2 laser projectors, fixed framed screens, digital Video Teleconferencing (VTC) and associated amplifier for building 610/Rm 122, Rm 121, Rm 120, Joint Base Charleston (JB CHS), South Carolina. The requirement is to remove existing rear projectors room 122 and equipment rack in 120. The rear projectors shall be removed and laser projectors will be installed in room 122, the LRS auditorium and a new audio amplifier and associated equipment including equipment rack will be installed in room 120. The installation of one separate VTC/AV systems in room 121. The system must be compliant with all Defense Information Systems Agency (DISA) Joint Integration Test Command (JITC) compliant following DISA networks H323 and H329 standards and with all DoD and USAF Information Assurance (IA) rules, DoD Directives 8500-1. All equipment, software, and features/function must comply with the DISA VTC Security Technical Implementation Guide in accordance with the Statement of Work. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: i. Price. The Government will evaluate the total price of the offer for award purposes. ii. Technical capability of the item offered to meet the Government requirement. iii. The Government will award a contract to the lowest priced technically acceptable offer. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
