The requirement is for a HESCO MIL 10 multi-cellular, geotextile-lined welded mesh barrier system that is shipped flat-packed on pallets and can be mechanically pulled open and filled with locally sourced earth, sand, gravel, or crushed rock using standard engineering equipment. Expanded units are approximately 2.21 m high, 1.52 m wide, and 30.5 m long, with welded high-tensile steel wire mesh nominally 4.0–4.88 mm thick and 76.2 mm x 76.2 mm aperture. Steel wire must be Galfan or hot-dipped galvanized for severe outdoor/maritime exposure, and the liner must be heavy-duty, UV-stabilized, permeable non-woven polypropylene geotextile of at least 250 g/m². Units must be available in military tan/beige or olive drab green and shipped fully assembled, compressed, flat-packed, and banded on standard commercial/military-compatible pallets; specifications are also in Attachment 1.
