Notice of Government Intent to Sole Source an Entry Control Point Crash Rated Lane Closure Device This synopsis is issued IAW FAR Part 5.203. The purpose of this synopsis is to announce that the 316th Contracting Squadron at Joint Base Andrews, Maryland intends to solicit and negotiate a firm fixed price, sole source contract with Nasatka Barrier, Incorporated IAW FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government intends to purchase the following items: (1) Horizontal Swing Crash Beam Boom Arm, with Delivery and Installation Services The Government intends to solicit and negotiate solely with Nasatka Barrier, Incorporated, citing FAR 13.106(b)(1) as authority. It is industry standard for barrier beams to be installed on support mounts made by the same manufacturer. The government has mounts that are usable, which were installed by Nasatka, and is only looking for an arm replacement. These systems are certified to be a certain crash-rating after undergoing testing altogether. Purchasing a beam from another manufacturer and installing it on mounts made from another would cause the barrier system to lose its rating. As such, there is no other company that can provide a usable replacement beam to fulfill this requirement without forcing the government to incur unnecessary duplication costs. The NAICS code for this acquisition is 332312, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responsible sources that submit a capability statement, proposal, and/or quotation, received by 08/05/2021 5:00 PM Eastern Time, shall be considered.

This is a sources sought synopsis in support of a market survey being conducted by the 316th Contracting Squadron, Joint Base Andrews, MD 20762 in accordance with Federal Acquisition Regulation Part 10, Market Research, to determine the interest and capabilities of potential sources to provide an Entry Control Point Crash Rated Lane Closure Device. This synopsis is for informational and planning purposes only and does not constitute a solicitation, a synopsis of a solicitation, a commitment on the part of the Government to later publish a solicitation, or ultimately award a contract. The Government will not reimburse the costs of preparing or submitting a response to this synopsis. The intent of this notice is to identify potential offerors that can provide an Entry Control Point Crash Rated Lane Closure Device, install it, and ensure its usabily as stated on the attached performance work statement. Interested sources capable of providing this requirement can respond via e-mail to luis.soto.8@us.af.mil, referencing "Lane Closure Device" no later than 30 Jun 21, at 3:00 PM EST (local time) with the following information: Capability statement describing how they could fulfill the subject requirement Indication of whether they are a supplier or manufacturer Timeframe for how long after issuance of a purchase order would it take to complete the requirement Indication of their size (i.e., small vs large business) AND status (i.e. small, 8(a), HUBZone, WOSB, SDVOSB, etc.) No other information is required at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement.
