This is a Sole Source Synopsis published for informational purposes only. This proposed action is for the procurement of GAM/CPLEX Maintenance and Support is to obtain continued Maintenance and Support (M&S) for the existing AF/A5RW Multi-User/Departmental (MUD) Licenses of GAMS and GAMS/CPLEX (1 5-user license pack). The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 811211, Custom Computer Programming Service. Business size standard for NAICS 511210 is $38.5M. The proposed source is GAMS Development Corporation, located at 1217 Potomac Street, NW Washington, DC 20007. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government, if received by Friday, 5 February 2021, 2:00 P.M. EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: HQ/A5RW Weapons Division uses the Combat Forces Assessment Model (CFAM) to perform analysis of weapons requirements supporting the AF procurement and positioning of munitions and associated consumables. CFAM uses the GAMS/CPLEX software module to solve this large scale linear programming problem. Without this software the CFAM model will not run and A5RW will be unable to complete the analysis of weapons requirements. These analysis efforts are mandated thru DoDI 3000.04, DoD Munitions Requirements Process (MRP), 24 Sep 2009. The GAMS/CPLEX software system is integrated into the CFAM model as the large scale linear programming solver. There are no other large scale linear programming solvers integrated into the CFAM model architecture. Due to GAMS Development Corp being the sole source for the GAMS and GAMS/CPLEX software. GAMS is the only source available as the software maintenance is proprietary to the GAMS Development Corporation. Period of Performance: One (1) year base period plus four (4) one-year option periods. Delivery Type: FOB Destination (As defined in FAR 2.101 - Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
