This sources sought is being published to identify the government intention of awarding a sole source training requirement for two training courses. The first course consist of training on the Federal budget process, budget formulation, developing a unit-level budget, writing effective budget justifications, and budget execution to Program Element Monitors (PEMs). The second course is training on the Federal budget process, the budget justification requirements, oral and written justifications, budget justifications in an era of reform, and techniques for crafting an effective budget justification to RAs and PEMs, program support personnel, and others involved in justifying and/or defending budget requests. Both courses is to provide training enhancement within AF/A3. Description of Services: In past budget submissions, several AF/A3 programs have sustained Congressional marks for unjustified growth. Such marks decrease the Air Force’s Total Obligation Authority (TOA), and therefore present undue financial constraints to those programs, To address the deficiency in adequately justifying program requests, AF/A3 has identified an “Effective Preparation and Submission Training” course to meet the Government's needs. There is not an organic training available within the Air Force to satisfy this requirement. Also, AF/A3 sustains a constant turnover among stakeholders is the budgetary workforce; therefore, to preclude fiscal improprieties such as programming /execution disconnects, Congressional marks, and Anti-deficiency Act violations, it is critical to provide training in the Federal budget process to include formulation, budgeting (including program justification). The training should also include key aspects of fiscal law, including the Anti-deficiency Act violation regulations and fiscal law. There is not an organic training available within the Air Force to satisfy this requirement. Upon executing market research, the government will award directly to Management Concepts.
