AFMETCAL at Heath OH intends to modify their current Cost Plus Award Fee (CPAF) contract F09650-01-C-0267 under FAR Part 15 Procedures to continue Air Force Primary Standards Lab (AFPSL) services up to 14 additional months (8 base months and 6 option months) with The Bionetics Corporation (Cage 09ZK5). The Bionetics Corporation was the only company identified as capable of meeting this requirement without substantial delays and disruption of calibration services for the Air Force. This short term bridge action (completed through a modification to the existing contract) is necessary to provide services to the Air Force without interruption as the Source Selection Team for solicitation FA226320R0002 (Competitive AFPSL follow on contract) completes corrective action prescribed by a GAO protest. The AFPSL provides a critical link between the National Institute of Standards and Technology (NIST) and Air Force Base Precision Measurement Equipment Laboratories (PMELs). This critical link provides traceability of calibrations across the Air Force. The government has found that other providers would require substantial ramp-up and transition time to ensure continuity of operation and are not capable of ensuring the delivery of all performance requirements within the Performance Work Statement (PWS) in this short amount of time. More specifically, two critical areas that require substantial transition time are obtaining the ISO 17025 accreditation and the licensing requirements for the management and transportation of radiological materials to operate the RADIAC lab. The Government envisions a Cost Plus Award Fee services bridge action (completed through a modification to the existing contract) with a base of 8 months and an option to extend up to an additional 6 one-month options. There is no guarantee that an option period will be exercised. The requirement is in accordance with the PWS which is available for download at this site. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required services within fifteen (15) days of this publication.
