The scope of this acquisition includes the End-of-Life purchase of two Military GPS User Equipment (MGUE) Increment 1 (Inc 1) Application Specific Integrated Circuits (ASICs) – the Raytheon DIAMOND ASIC and the Raytheon Common Architecture for Assured Positioning, Navigation and Timing (CAAP) ASIC - in support of DoD Military-Grade GPS Receivers and GPS-aided Precision Guide Munitions. The resulting contract will also include requirements to store, manage, account for, validate, and distribute Raytheon’s respective MGUE Inc 1 ASIC products using a vendor-managed inventory (VMI) system and CDRL deliverables related to inventory management and reporting. Solicitation SPE7MX-20-R-0145 will establish four contract line item numbers (CLINs), two for the Raytheon parts, one VMI CLIN, and one CDRL CLIN. The CLINs being procured are in accordance with the below list of approved sources/part numbers: CLIN 0001: Raytheon DIAMOND ASIC NSN: 5962-01-688-3714 Approved Source and Part Number: Raytheon (4U884) P/N 6545462 CLIN 0002: Raytheon Common Architecture for Assured Positioning, Navigation and Timing (CAAP) ASIC NSN: 5962-01-688-3702 Approved Source and Part Number: Raytheon (4U884) P/N C1219800 CLIN 0003: VENDOR MANAGED INVENTORY CLIN 0004: CDRLs The solicitation will be unrestricted as Raytheon is the only approved source of supply for both the DIAMOND and CAAP ASIC. Items will be acquired through a negotiated solicitation format using FAR Part 15 procedures and are expected to require the submission of Certified Cost or Pricing Information. This acquisition will result in the award of one, firm-fixed price task order for the four CLINs and is expected to be added on to the existing Raytheon Corporate Contract (SPRBL1-15-D-0017). The Government anticipates a period of performance consisting of an initial production period of 1-to-2 years and 7-to-8 years of Vendor Managed Inventory for a potential maximum total of 9 years. The solicitation will include estimated quantities for CLIN 0001 and 0002. Contract funding maximums will be defined based on the amount of available/approved funding at the time of award. Though the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described acquisition, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
