Project Title: Repair Recreational Facilities O'Donnell Gardens Tennis Court The Contractor shall furnish all plans, tools, equipment, materials, testing, labor and personnel necessary to repair Recreational Facility, Tennis Court 71067 at O’Donnell Gardens, Okinawa Japan. The general scope of work includes but is not limited to: Removal and replacement of pavement resurfacing system, concrete pavement, walkway and curbs, court markings, recreational equipment, benches, trash receptacle, perimeter fence and area lighting system. Working includes, excavation, backfill, sodding, site restoration, landscaping and all other related work to provide a complete and usable system, following applicable codes. A detailed description of the scope of work is located in the Section 6.0, Description of Work. The magnitude of the base project is between $250,000 and $500,000 (26,977,850 JPY - 53,955,700 JPY). This general statement of the magnitude of the base project is furnished for the convenience of the prospective offerors. The actual extent of work required will be governed by the contract specifications and drawings. Contractor Licensing Requirements: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan, and must fully comply with all laws, decreees, labor standards, and regulations of Japan during the performance of the contract. Prior to award, offerors must be registered to do business in Japan and possess a construction license (Kensetsu-Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. This solicitation is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

The general scope of work includes but is not limited to: 1. Removal and replacement of pavement resurfacing system (Tennis Court), concrete pavement, Sidewalk and curbs, tennis court court markings, recreational equipment (tennis net poles), benches, trash receptacles, perimeter fence around the tennis court and area lighting system. 2. Work includes, excavation, backfill, sodding, site restoration, landscaping and all other related work to provide a complete and usable system, following applicable codes. 3. The Contractor shall determine the best technical design solution in conformance with current codes and regulations, including those not specifically stated elsewhere in this project statement of work, to provide a complete and useable facility upon completion. 4. Draft and submit an Environmental Protection Plan (EPP) per Section 01 57 19.01. Maintain compliance with the plan throughout the Period of Performance (POP).
