The Naval Air Systems Command intends to award a firm fixed price contract to DRS Leonardo (Canada) for Deployable Flight Incident Recording Set (DFIRS) retrofit installation kits under ECP 6273. The DFIRS system consists of two Weapons Replaceable Assemblies (WRAs). This contract action will award WRA B-Kits for FRP-1, with FRP-2 through FRP-5 as option year CLINs, to the OEM (DRS) for the WRAs that will make up the Airframes Change B-Kit components. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Leonardo (Canada) is the Original Equipment Manufacturer of the F/A-18 DFIR, and as such possesses the requisite technical data, knowledge, and special skills regarding the design and operation (including aircraft data collection and homing beacon) to meet the Navy's requirements.
