This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. Please submit electronic response indicating the company’s capability as well as POC (name, telephone # and email address) along with contractor’s CAGE, UEI, and the physical location of your facility to the individuals listed within this notice. This request may not directly lead to a Request for Quotation/Proposal. ------------------------------------------------------------------------------------------------------------------------ GENERAL SCOPE: The Contractor shall provide all personnel, labor, vehicles, supervision, training, tools, equipment, and other items necessary to provide Hazardous Waste (HW) collection at multiple locations on North Field, Tinian, CNMI. Collection areas are shown in Appendix A. In this contract, Hazardous Waste is any discarded solid waste (liquid, semi-solid, solid, or gaseous) that meets the definition of a hazardous waste by USEPA, state authorities, or the DoD. In accordance with the Resource Conservation and Recovery Act (RCRA), a solid waste is a listed hazardous waste if it is specifically listed, or it is a characteristic hazardous waste if it exhibits the characteristics of ignitability, corrosivity, reactivity, or toxicity. Discarded HAZMAT, HAZWASTE, and/or Other Regulated Waste (ORW) in this contract is all waste that may be turned in to the contractor, including RCRA hazardous waste, state regulated waste, Universal Waste, Toxic Substance Control Act (TSCA) regulated waste, and non-hazardous waste. DESCRIPTION OF EQUIPMENT AND SERVICE REQUIREMENTS: The Period of Performance (PoP) for this contract shall be 6 months duration with two 3-month Option period. Each CLIN listed in the Schedule shall be quoted with a price per item and total per CLIN. CLIN 0001: Hazardous Waste Disposal The Contractor shall provide the following service requirements: Hazardous Waste Disposal. The contractor shall transport and dispose of all waste at a permitted off-base disposal site. A copy of the landfill(s) operating permit that material is transported to shall be provided to the Contracting Officer. The contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations. See Appendix B for estimated hazardous waste schedule. HW designated for collection will be contained in (Government-procured) 55-gallon drums. For every drum collected for disposal, the Contractor shall provide clean and serviceable empty replacement drums. The Contractor shall dispose of all hazardous waste in accordance with all Overseas Environmental Baseline Guidance Documents (OEBGD), local and federal laws and regulations. No on-installation disposal of hazardous waste is allowed. Contractor shall acknowledge discrepancies and/or valid complaints within 24 hours and achieve resolution within 48 hours. ------------------------------------------------------------------------------------------------------------------------ When or if released, the solicitation will be posted to Sam.gov. All interested parties MUST respond to the solicitation announcement separately from the responses to this announcement. Any referenced attachments will be included with the solicitation.
