NOTE: This is a Draft Request for Proposal for informational purposes only. Proposals ARE NOT requested at this time. The Government requests comments be sent via the attached Comment Resolution Matrix to increase understanding of the upcoming solicitiation. This is listed on GSA eBuy and is also for both SINs 541715 and 541330. The primary purpose of an Independent Program Assessment (IPA) is to provide independent, objective advice to the Government about the readiness of a Space Systems Command (SSC) program. The IPA accomplishes its task when a briefing on its findings and its recommendation are briefed to the Government. Specific IPAs are defined in each Order. For this acquisition, a single-award will be issued to a vendor under the General Service Administration (GSA) Multiple Award Schedule (MAS) Special Item Numbers (SINs) 541330 ENG, Engineering Services, or 541715, Engineering Research and Development and Strategic Planning, via a small business set-aside. Each IPA Office of Primary Responsibility (OPR) scopes, plans, funds, and executes its individual IPA Order. The primary objective of the IPA is to provide highly skilled acquisition subject matter expertise to analyze ongoing acquisitions of major space weapons systems. The IPA requirement will support the SSC organizations that require IPAs. The IPA contractor shall perform IPA reviews in coordination with the SSC Advisory & Assistance Services Branch (SSC/DSQ). IPA reviews will be performed throughout the period of performance of the IPA. Each IPA duration varies in accordance with the complexity of the IPA scope defined by the OPR for the IPA Order.
