It is the intention of the Department of Defense Concessions Committee (DoDCC), a Non-Appropriated Fund Instrumentality (NAFI), to award a non-exclusive License Agreement for a firm to operate and manage a retail hair care salon in designated space (1,967 sq. ft.) on the Concourse within the Pentagon in Arlington, VA. As a result, the DoDCC is inquiring to determine firms interested in this opportunity in response to a DoDCC issued solicitation anticipated to be released in early September 2020. Although the specific details of this requirement will be provided in the solicitation, the successful offeror will be required to manage and operate a retail hair care salon in designed space within the Pentagon. The successful offeror will be required to offer typical military style men’s and women’s haircuts in the price range of $12 - $15, barber shop services, men’s and women’s high end hair care and ethnic hair care. The successful offeror may also offer hair care products for retail sale. The base period of performance (PoP) will be five (5) years with two (2) five-year (5-year) option periods subject to mutual agreement. All information pertaining to this announcement, including technical (or other) questions and answers will be provided to/through the Contracting Officer ONLY to ensure equal distribution of information to interested parties via the beta.SAM.gov website at https://beta.SAM.gov. Interested companies must submit an expression of interest and a statement of qualifications/experience (3-page limit) to the Contracting Office no later than August 3, 2020. The DoDCC anticipates issuance of the solicitation for this requirement in early September 2020.
