DTRA COOPERATIVE THREAT REDUCTION (CTR) Cooperative Threat Reduction Program Mission Services SOURCES SOUGHT (SS)/REQUEST FOR INFORMATION (RFI) A. CTR PROCUREMENT AND SOURCES SOUGHT/RFI RESPONSE OVERVIEW 1. Synopsis This is a Sources Sought/Request for Information (RFI) notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government to issue a solicitation or otherwise make a contract award. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the U.S. Government. This is not to solicit interest in subcontract opportunities. Any information provided to the Government in response to this document will become DTRA property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this request for information. This is a market surveillance action to determine potential sources that have the capability to provide the full range of CTR threat reduction services as a prime contractor. 2. Background The CTR program has used multiple award indefinite quantity (IDIQ) contracts since 2001 to acquire services to perform threat reduction actions in partner countries. The information gained from this request for information will inform the government about the marketplace of capability to fulfill the requirement. 3. General Requirements for Sources Sought/RFI Responses The requirement encompasses a wide range of complex services and products for the elimination, mitigation, transportation, and security of strategic offensive nuclear weapons; chemical weapons and related materials; biological threats such as especially dangerous pathogens, and radiological items. The requirement also includes assistance to partner countries to strengthen their ability to prevent, deter, detect, and interdict illicit trafficking in weapons of mass destruction (WMD), related materials, and technology. The threat reduction activities have to be performed overseas in full compliance with partner nation laws and regulatory frameworks. The full extent of the requirements are in the attached statement of objectives. For context, sources will compete for orders within an IDIQ with 5 to 7 contract holders (competitors). The length of the IDIQs can range from five to eight years. B. RESPONSE INSTRUCTIONS Respondents shall provide capability statements to fulfill the SOO requirements as a prime contractor. The statements shall not exceed two pages in Microsoft Word or Adobe formats using 12 point font. The information shall be submitted via e-mail to Sovanna Sampels, Contract Specialist at sovanna.sampels.civ@mail.mil. Hard copy submissions will not be accepted. Submissions shall be submitted by no later than 12:00 Noon (Eastern Time) 16 September 2022. C.
