Request for Information (RFI) - Electronic Integrated Disease Surveillance System (EIDSS) & Pathogen Asset Control System (PACS) Implementation and Sustainment RFI Number: DTRA_BTRP_RFI Notice Type: Sources Sought Synopsis: The Defense Threat Reduction Agency (DTRA) requests capabilities statements from companies for the purpose of identifying potential sources for the global implementation and sustainment of the Electronic Integrated Disease Surveillance System (EIDSS) & Pathogen Asset Control System (PACS). Funding is not available for any information or proposals submitted. Submitting information does not bind DTRA for any future contracts resulting from this RFI. The findings from this Market Research effort may impact any future solicitations to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers at this time. Any responses to this RFI received by the Government will not form a binding contract. This is a market survey for planning purposes and no award will be made as a result of this sources-sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. The Government is looking for a provider to implement and sustain EIDSS and PACS in previous and newly engaged partner countries. The implementation of EIDSS and PACS requires the provider to develop and execute plans for deployment with partner country representatives. Upon successful deployment, the systems will be transitioned to the partner country governments in accordance with their respective agreements with the United States. Requirements related to this transition include coordinating the development of the Transition and Sustainment Plan (TSP), supporting any country-specific transition requirements, and conducting training. The sustainment of EIDSS and PACS requires the provider to deliver system maintenance and support. These requirements include but are not limited to correcting identified faults, improving performance, tech refresh efforts, implementing interoperability and customization requirements for partner countries, hardware maintenance, and addressing cybersecurity risks. As of September 2022, the Government sustains EIDSS v6.1, EIDSS v7.0, and PACS v5.8.852. EIDSS is currently being implemented as a national disease reporting system in 6 countries. PACS is currently operational at ~70 separate sites in 20 countries. Some background on EIDSS and PACS is provided below: EIDSS: EIDSS is a DTRA-developed electronic disease reporting system used to strengthen and support monitoring and prevention of infectious diseases within the One Health concept. It provides a near real- time information flow that can be disseminated to appropriate organizations in a timely manner for decision-making. It can also offer comprehensive analysis and visualization capabilities including real- time mapping of case events. EIDSS assists countries to comply with International Health Regulations (IHR) including a data transfer module for reporting select vaccine preventable diseases electronically to the World Health Organization’s (WHO) Centralized Information System for Infectious Diseases (CISID). EIDSS is an open source product, under the Berkeley Software Distribution Simplified license, with multiple platforms including desktop, web, mobile web, and Android application; and can establish authorized data exchange with other electronic public health systems by using a published application- programming interface (API). PACS: PACS is a DTRA-developed closed-network client-server or standalone user inventory system for accounting and control of biological agent stocks. The application monitors the reception, transfer, movement, and destruction of samples, as well as other actions such as aliquoting or subculturing of biological materials. PACS provides a secure, reliable, timely method of monitoring and tracking the flow of samples and extended audit and reporting functionality. Each item in the repository or freezer is marked with a unique barcode label allowing for a fast and error-free data input and provides an extra level of sample or pathogen asset tracking security. With the help of barcode technology, the repository process is fast, convenient, and secure. PACS offers configurable access rights and user management system. In addition, it allows users to produce a variety of custom reports. PACS is typically in laboratories with large sample collections that are stored for research or reference. PACS facilitates an efficient method for completing annual inventory requirements; increases security through customization to match a laboratory’s standard operating procedures; accommodates workflow management approvals and provides an audit record of all operations executed by personnel. The system consists of two platforms: a desktop application and a touchscreen interface. No telephonic submissions will be honored. Responses shall specifically address how your organization can support the Government in implementing and sustaining EIDSS and PACS in both previous and newly engaged partner countries. All product information shall be submitted at no cost or obligation to the Government.
