This is only a source sought announcement and not an intent to procure. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The Defense Logistics Agency (DLA) Troop Support Indo-Pacific is conducting market research to identify local sources capable and interested in fulfilling a requirement for the procurement and delivery of CLASS IV, Construction & Equipment Supplies, in support of Timor-Leste. Defense Logistics Agency (DLA) Troop Support Indo-Pacific contemplates a multiple award Blanket Purchase Agreement (BPA) with a 1-year ordering period with 4 year possible extension. We anticipate requiring general construction supplies and equipment which will likely fall into three (3) main categories – (1) Electrical (2) Structural and (3) Mechanical. Applicable North American Industry Classification System (NAICS) codes include, but will not be limited to the following: NAICS Code 238210; Electrical Contractors and Other Wiring Installation Contractors and the applicable small business size standard is $19 Million. NAICS Code 238120; Structural Steel and Precast Concrete Contractors and The applicable small business size standard is $19 Million. NAICS Code 236220; Commercial and Institutional Building Construction-. The applicable small business size standard is $45 Million.. An example of general construction supplies and equipment to be delivered to various locations in the Timor-Leste can be viewed at Attachment 1 of this Sources Sought Notice. All interested sources who consider themselves qualified and capable in providing general construction supplies, material and equipment to be delivered to various locations in the Philippines are invited to submit a response to this Sources Sought Notice via email to mamiko.jackson@dla.mil, arlene.renner@dla.mil and cc’ed allison.higashi@dla.mil. Responses shall be received no later than 1200 Japan Standard Time (JST) on Tuesday, 9 April, 2024. All responses submitted in response to this Sources Sought Notice shall include the following: Legal and Registered Name of Company; Legal and Registered Company Address; Company’s Duns and Bradstreet Number (DUNS) Number (used when registering in the System for Award Management (SAM) Database; Company’s Commercial and Government Entity (CAGE) Code Number; Point of Contact, to include telephone number and email address; and Brief Capabilities Statement of Company (Statements should describe recent and relative past performance to the NAICS code identified within this notice). ***THIS NOTICE IS NOT A SOLICITATION ANNOUNCEMENT AND A CONTRACT WILL NOT BE AWARDED FROM THIS ANNOUNCEMENT. Interested sources seeking additional information relating to the announcement are asked to review the following websites: NAICS: http://www.census.gov/ SAM Database: https://www.sam.gov/ DEFINITIONS “System for Award Management (SAM) Database” means the primary Government repository for contractor information required for the conduct of business with the Government. “Commercial and Government Entity (CAGE) Code” means— (1) A code assigned by the Defense Logistics Information Service (DLIS) to identify a commercial or Government entity; or (2) A code assigned by a member of the North Atlantic Treaty Organization that DLIS records and maintains in the CAGE master file. This type of code is known as an “NCAGE code”. “Data Universal Number System (DUNS) Number” means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities. “Registered in the System for Award Management database” means that— (1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, and Contractor and Government Entity (CAGE) code into the SAM database; (2) The contractor has completed the Core Data, Assertions, Representations and Certifications, and Points of Contact sections of the registration in the SAM database. (3) The Government has validated all mandatory data fields to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service.
