DLA-RFI-CT-2027-WBOS-MKTRES
DLA Troop Support Clothing and Textiles in Philadelphia, PA is conducting market research through an RFI for a Whole-of-Government web-based ordering system and commercial eMarketplace platform to extend its shared-services procurement model to civilian partner agencies. DLA seeks industry input on available COTS/SaaS capabilities, commercial architectures, and best practices, with an anticipated Commercial Solutions Opening/commercial acquisition approach under NAICS 541512 and no obligation to acquire or reimburse response costs. Desired capabilities include multi-tenant agency-branded storefronts, role-based catalogs and approvals, interactive uniform customization and digital proofing, Berry Amendment domestic-origin verification, automated competition and anti-order-splitting controls, audit records, and G-Invoicing/allowance/split-tender financial integration. The platform would also need high federal cybersecurity such as FedRAMP/DoD Cloud SRG, CAC/PIV single sign-on, integration with systems such as DLA EBS/SAP, PIEE/WAWF, and SAM.gov, plus training and performance tracking. An anticipated virtual pre-solicitation industry day is scheduled for December 2, 2026.
