DESCRIPTION: This is a market survey to locate sources of supply (manufacturers or suppliers) for NSN 5895-01-487-1456, Installation Kit, Electronic Equipment MK-2827A/GRC-240. This installation kit is one of the primary components of the AN/GRC-240B, AN/GRC-240C and AN/GRC-240D. It is used for the installation of the AN/GRC-240B, AN/GRC-240C or AN/GRC-240D into a standard M998/M1038 Four Door High Mobility Multipurpose Wheeled Vehicle (HMMWV). The AN/GRC-240(V) is a HMMWV mounted, HAVEQUICK II Ultra High Frequency (UHF-AM) (ECCM), Very High Frequency (VHF-AM), and High Frequency (HF) (ECCM) radio set. The purpose of the AN/GRC-240(V) is to provide tactical flight operations centers with ground-to-ground, ground-to-air, air-to-ground communications with their supporting aircraft primarily for flight following, emergency location and reporting, logistical and administrative information, and flight information updates. All frequency bands are secure via interface with KY-57 or KY-99A (UHF/VHF) and KY-100 (HF). The UHF-AM operation is for line-of-site communications, and the HF operation is for non-line-of-site (over 50 miles) communications. Technical Data Package for manufacture and acceptance of this item is NOT available from the Government. This item is defined by NSN and CECOM Part Number A3281328 (CAGE Code 80063) and Amentum Service, Inc’s part number 2001219001-501 (CAGE Code 03RT3). Interested sources that are capable of manufacturing or supplying the item specified above must submit enough information to demonstrate their capability to manufacture or supply this item. At a minimum, information submitted should include but is not limited to the following types of documentation: drawing, test results and test procedures for this item demonstrating the interested sources’ capability of supplying this item; copy of purchasing order if the supplier was a vendor to the listed source or a statement from listed source demonstrating that the supplier can, in fact, supply the Army with a unit that can be used for the installation of the AN/GRC-240B, AN/GRC-240C and AN/GRC-240D into a standard M998/M1038 Four Door High Mobility Multipurpose Wheeled Vehicle (HMMWV); and the responses to the questionnaire below. The information received from this market survey will be evaluated by the Government for the purpose of planning to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. The Government will also use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this SSA or reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas.
