This is a market survey to locate sources of supply (manufacturers or suppliers) that have capability of supplying ANY or ALL of the Enhanced Position Location Reporting System (EPLRS) Installation Kits (IKs) listed by National Stock Number (NSN), Procurement Part List (PPL) number, Item Name/Nomenclature, and Qty below: NSN 5820-01-369-2082, PPL-10538, Installation Kit, Electronic Equipment, MK-2520A/VSQ-1 with Mounting Base, MT-6146/VSQ-1; QTY: 75 The EPLRS radio is a secure, jam-resistant, computer-controlled communications network that distributes near real-time tactical information, generally integrated into radio sets, and coordinated by a Network Control Station. It is primarily used for data distribution, position location, and reporting. It enhances command and control of tactical units by providing commanders with the location of friendly units. Each IK contain the different components depends on the EPLRS configuration being installed with the particular IK. Most of the EPLRS IKs contains Mounting Base, MT-6146/VSQ-1, Antenna, and various cable assemblies, which are considered to be the major components of the IKs and the hardware. Some of them contain the mechanical parts and the hardware only. First Article Test (FAT) will be required for the EPLRS IKs contain electronic components and the FAT will be performed on the major components of the IK as mentioned-above, but not on the IK itself. FAT is not required for the IKs contain the mechanical parts and the hardware only. Technical Data Package (TDP) for manufacture and acceptance of these IKs are available from the Government. The TDPs, which may include Procurement Parts List (PPL) of the IK and the top level drawings of the major components of the IKs can be released prior to the release of the solicitation upon request. Solicitation may include any of the IKs listed above. The TDPs for these items are subject to the International Traffic in Arms Regulations (ITAR). This information shall not be provided to non-U.S. persons or transferred by any means to any location outside the United States Department of State. Interested source wishing to request for the sample PPLs for the IK and the top level drawings of the major components of the IK must demonstrate that the company has an active status in the Defense Logistics Agency Joint Certification Program (JCP) when submitting request to the Government Point of Contract. Interested sources that are capable of manufacturing or supplying any or all of the items list above must submit enough information to demonstrate their capability to manufacture or supply these items. At a minimum, information submitted should include but is not limited to the following types of documentation: A detail description of your capability of manufacturing or supplying these items and the responses to the questionnaire attached. The information received from this market survey will be evaluated by the Government for the purpose of planning to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. The Government will also use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this SSA or reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas. TDP RECEIPT INSTRUCTIONS: INTERNATIONAL TRAFFIC IN ARMS REGULATIONS: The TDP for this acquisition is subject to the International Traffic in Arms Regulations (ITAR). All technical documents for this item include but is not limited to, test plans, test reports, drawings and specifications contains information that is subject to the controls defined in the International Traffic in Arms Regulation (ITAR). This information shall not be provided to non- U.S. persons or transferred by any means to any location outside the United States Department of State. A company wishing to receive the TDP must have an active status in the Defense Logistics Agency Joint Certification Program (JCP), and must complete the attached NDA. You will then receive an email from DoD SAFE site with a link to the package ID and a password. The TDP may contain drawings in a C4 format.
