The AN/APN-209(V) family of radar altimeters, produced sole source by Honeywell, Inc., has been the standard for U.S. Army helicopters since 1975, used to provide the pilot and copilot with an accurate indication of radar altitude over ranges of 0 to 8,000 feet for the Receiver Transmitter (RT) and Receiver Transmitter Indicator (IRT) units and 0 to 1,500 feet for the Remote Indicator (RMT) above all types of terrain surfaces. Warnings are provided when the aircraft is at, above or below certain fixed or pilot adjustable altitudes. The Army previously contracted a sole source design refresh of the RT and IRT units with Honeywell, updated versions of which are designated as Radar Altimeter Common Core (RACC)-209 units. This Sources Sought announcement is being advertised to locate sources for the manufacture and repair of RACC209 line replaceable units (LRUs) as well as repair of existing APN-209 LRU models. On behalf of the Army Communications Electronics Command, Integrated Logistics Support Center (CECOM ILSC), the Defense Logistics Agency (DLA)-APG in conjunction with the Army Contracting Command (ACC)-APG intend to procure the manufacture and repair of the following items. RACC209 Radar Altimeter Receiver Transmitter, (RACC209 RT) RT-1411E, National Stock Number (NSN) to be determined (TBD), P/N HG68907210-AA01 RACC209 Radar Altimeter Receiver Transmitter Indicator, (RACC209 IRT) RT-1115L, NSN (TBD), P/N HG68907209-AA01 APN-209 Remote Indicator (APN-209 RMT) ID-1917D, NSN 5841-01-581-9338, P/N JG1209AC02. Repair of existing APN-209 RT and IRT models listed below is also being pursued. APN-209 Radar Altimeter Indicator Receiver Transmitter, (APN-209 IRT) RT-1115J, NSN 5841-01-421-4162, P/N HG7209AD01 RT-1115K, NSN 5841-01-582-2320, P/N HG7209CA04 APN-209 Radar Altimeter Receiver Transmitter, (APN-209 RT) RT-1411B, NSN 5841-01-421-4161, P/N HG7210AC01 RT-1411C, NSN 5841-01-547-5286, P/N HG7210CA01 RT-1411D, NSN 5841-01-617-6902, P/N HG7210AC04 The Government does not possess the technical data (drawings or specifications) package (TDP) that completely defines form, fit and function of the units. The TDP is not available for release. Any sources capable of manufacturing and repairing these units must indicate such by contacting the above POCs. The responses must demonstrate knowledge of the system including physical and functional interchangeability at the LRU level with the items that the current source supplies for these NSNs. The successful supplier may be required to warrant that the items supplied will satisfactorily perform when used for the purpose intended by the Army. Requested Response Information: Sources that can provide the manufacturing and repair services sought are requested to submit information to show their capability to supply the same or similar services. At a minimum, information submitted should include but is not limited to the following types of documentation: Questionnaire responses, drawings, test results, information on previous Government and commercial contracts, data rights, etc. In your response, please include your company name, CAGE code, and a technical point of contract with email address and telephone number. Notice, Response Due Date, and Points of Contact: This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this Sources Sought Announcement (SSA) or reimburse any costs associated with the preparation of responses to this SSA. This SSA is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
