This is a new delivery order placed against the GSA One Acquisition Solution for Integrated Solutions (OASIS) Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This effort procures a T-2 demonstration of an Enhanced Vision System (EVS) displayed on the fielded C-130J Digital Heads-Up Display (DHUD) to be performed in obscure weather conditions to include fog, smoke, and heavy rain during the Air National Guard's operational firefighting season. The requirement for the C130J DHUD EVS Demonstration in acccordance with FAR 16.505(b)(2)(i)(B), "[o]nly one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized." Due to program requirements for compliance and integration on a fielded C-130J DHUD, only one capable source was identified during extensive market research activities.
