Defense Health Agency (DHA) Component Acquisition Executive (J-4) National Capital Region – Contracting Division (NCR-CD) Subj: Source Sought Announcement This is a sources sought/synopsis announcement issued by the Defense Health Agency (DHA) National Capital Region (NCR) as part of its market research, on behalf of the Fort Belvoir Community Hospital (FBCH), 9300 Dewitt Loop, Fort Belvoir, VA 22060, and Walter Reed National Military Medical Clinic (WRNMMC), 8901 Wisconsin Avenue Building 54 Bethesda, MD 20889, in accordance with FAR Part 13.303, Blanket Purchase Agreements (BPAs) and FAR 16.7, Agreements. The Government intends to award a Firm-Fixed Price, five year Blanket Purchase Agreement (BPA) for commercial courier services for delivery services which will cover 10 different routes to and from Walter Reed National Military Medical Center (WRNMMC), for the Pathology Department. The items delivered are biological specimens from patients that are being cared for at (WRNMMC). The delivery services also covers STAT deliveries of Antomoic and Clinical Pathology Specimens that are expedited and delivered within 2-hours. The STAT deliveries are important for the patients who require urgent lab results for the treatment decisions by a provider. Currently, Runners, Inc., 19209 Chennault Way, Suite P, Gaithersburg, MD, 20879-4786 is the service provider. The estimated five year total of this BPA is $6,500,000.00. The NAICS code is 492110, Couriers and Express Delivery Services, with a size standard of 1500. Federal Supply Class or the Product Service Codes such will be: Q515. This sources sought announcement is a request for information ONLY to be used for preliminary market research information and planning purposes only. This notice is not a request for competitive proposals. There will be no Request for Quote or Solicitation available for competitive proposals at the present time. Phone calls will not be accepted. This notice is not a request for competitive quotes; however, the government will consider responses to this notice within ten (10) days of this posting. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
