This is notice of the Government’s intent to procure from a single source for Lafayette Instrument Company, LLC polygraph machines. The period of performance for this requirement is expected to be July 1, 2022 – June 30, 2023. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b), which states “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The contractor is the only reasonable provider for these supplies. The contractor will provide polygraph machines that Defense Counterintelligence Security Agency (DCSA) National Center of Credibility Assessment (NCCA) will use for training purposes. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice.
