The United States Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA), Contracting and Procurement Office (CPO) intends to enter into a contract on a basis of other than full and open competition with Lexis Nexis (RELX Group) on behalf of the DCSA Office of General Counsel (OGC). The statutory permitting other than full and open competition will be in accordance with (IAW) the procedures in the Federal Acquisition Regulation (FAR) 13.501(a)(ii). The attorneys in DCSA’s Office of General Counsel (DCSA-OGC) have a requirement for readily requires ready and reliable online access to legal reference material, public record information, and full-text search capability for worldwide business intelligence and general journalism publications, as well as online access to curated public record information regarding persons, including their location, assets, associations, for legal discovery and personnel security purposes. Specifically, the reference materials must include access to the following: a. Legal reference material, public record information, and full-text search capability for worldwide business intelligence and general journalism publications. b. Extensive online access to legal databases including federal and state case law, statutes, regulations, administrative codes, legal encyclopedias, treaties, law reviews, and journals; c. Citation service, which allows users to check the validity of their research; d. Document analysis tools to help identify relevant legal authorities and insights. e. Curated public record information regarding persons, including their location, assets, associations, for legal discovery and personnel security purposes. Only one online database and publishing company, RELX Group, provides all of the federal legal reference materials, online access and resources needed by DCSA-OGC. Lexis Nexis Access and Accurint online access is only available through RELX. The period of performance will contain a twelve (12)-month base period, plus four (4) 12-month option periods. The North American Industry Classification System (NAICS) code for this acquisition is 519290 Web Search Portals and All Other Information Sources and the size standard is 1,000 employees. This notice of intent is not a request for competitive proposals; however, all interested and responsible sources may indicate their interest and capability by responding to this notice. The Government will consider responses received by 2 p.m. EST on 06 September 2024. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
