This is notice of the Government’s intent to solicit from a single source for Biopac Systems, Inc. Sensors. The period of performance for this requirement is expected to be May 1, 2022 – April 30, 2024. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b), which states ““For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The contractor is the only reasonable provider for these supplies. The contractor will provide sensors that Defense CounterIntelligence Security Agency (DCSA) National Center of Credibility Assessment (NCCA) will use to conduct scientific research study to validate the sensors ability to quantify Pulse Transit Time (PTT) and to explore the sensors viability in linking PTT to Credibility Assessment (CA). This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirement, that competition would be advantageous to the Government, and would not degrade the research study to be conducted. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice.
