The statutory authority permitting other than full and open competition and as implemented by is the Federal Acquisition Regulation (FAR) Subpart FAR 13.106-1(b) – Solicit from a Single Source. Defense Counterintelligence and Security Agency (DCSA) requires the InnerView tool to monitor and audit information systems information for insider threat detection and mitigation through analysis. DCSA required this subscription for one (1) base year and four (4) option years. This Notice of Intent is not a request for quotation. However, all responsible sources may submit a capability statement within three (3) days after the publication of this synopsis which shall be considered by the agency. Responses received after 3 days or without the required information may not be considered. A determination by the Government not to compete as a result of Information received is solely within the discretion of the Government, Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
