This sources sought notice is for planning purposes only. The United States Space Force (USSF), Space Systems Command (SSC) Development Corp, is performing market research to identify industry sources capable of providing weather data as a service (WxDaaS) to the Government and to obtain preliminary cost and schedule estimates. The Government will use this information to inform an acquisition strategy decision on whether to acquire this service competitively under the FAR or as a competitive prototype using Other Transaction Authority (OTA). A solicitation is being considered for release in late FY2022. The Government is interested in obtaining weather data as a service that is contractor-developed, owned, and operated with limited Government investment in the initial or prototype capability. The Government envisions acquiring a service that provides an initial capability for operationally useable weather data and allows expansion to a more capable future service as a contract option. Ultimately, the Government desires to be able to purchase weather data meeting the requirements described in this notice and the WxDaaS Data Requirements Document (DRD). As such, the Government may provide limited upfront funding for the development of the service. The initial service is expected to begin in FY2025 with options that include improved performance through FY2040. The Government also is interested in understanding how such services may be scaled towards improved refresh performance. A related notice is posted under no. DCI-22-006 with NAICS code 517919.
