The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220, Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Baumholder, Rheinland-Pfalz, Germany 4. ANTICIPATED PROJECT TITLE: Baumholder Army Lodge, United States Army Garrison (USAG) Rheinland-Pfalz, Baumholder Military Community, Germany 5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of the Baumholder Army Lodge, in Rheinland-Pfalz, Germany. The magnitude of construction is between $25,000,000 and $100,000,000. The estimated period of performance for the resultant contract is 1100 calendar days after the Contractor receives the Notice to Proceed. This acquisition will be an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS), which means that this procurement and administration of the ensuing contract will use United States (US) procurement laws and regulation, and all eligible firms are invited to take part in this requirement. 6. PROJECT DESCRIPTION: The work includes the construction a 78-unit Army Lodging Facility at United States Army Garrison (USAG) Rheinland-Pfalz, Baumholder Military Community, Germany. Primary facilities include the 78-unit Army Lodging Facility consisting of 27 extended-stay rooms and 51 family-suites, reception and lobby areas, guest laundries, fitness room, administrative offices, staff break-room, pantry and coffee area, housekeeping and maintenance storage and service areas, IT server rack area, safe room, service and passenger elevators, and public and staff restrooms. Primary facilities also include cybersecurity, environmental mitigation, and sustainability and energy measures. Supporting facilities also include associated utilities, pavements, site preparations, site improvements and information systems. Utilities include water, wastewater, storm water, fire-suppression, electrical, and heating and cooling. Site improvements include clearing, grubbing, grading, fencing, and landscaping the site. 7. RESPONSES: The Capabilities Statement submitted in response to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding interested companies ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein as they related to the project description. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statements is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Interested companies responses to this Sources Sought shall be limited to 7 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 7 page limitation): Capabilities Statement should include: Firm’s Name, address(es), English speaking point of contact, phone number and e-mail address Firm’s interest in proposing on the solicitation when it is issued Firm’s Cage Code and DUNS number. Evidence of Bonding Capability: Name of Surety, Single and Aggregate Contract Amounts Firm’s capability to perform contract(s) of this magnitude and complexity within the past 10 years to include the following information: Brief description of projects (no more than five projects) Project location, to ensure project completion was for DoD/Government Customer name Timeliness of performance Customer satisfaction Dollar value of the project Firm’s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable Include Cage Code or System for Award Management (SAM) information/registration, if available 9.
