The Otter program is seeking to develop and demonstrate “air-breathing” electric propulsion technologies enabling extended satellite operations in very low earth orbit. The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the following technical domain: spacecraft and electric propulsion technologies enabling extended satellite operations in very low earth orbit (VLEO). Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. This PS encourages solutions from all responsible sources capable of satisfying the Government’s needs, including large and small businesses, nontraditional defense contractors as defined in 10 U.S.C. § 3014, and research institutions as defined in 15 U.S.C. § 632.
