This solicitation covers TA-1 for Very Low Earth Orbit (VLEO) satellite development and on-orbit operations to provide high fidelity in-situ ionosphere measurements that enable accurate predictions of regional ionosphere conditions. A future Broad Agency Announcement (BAA) will be issued for TA-2, Ionosphere Modeling and Compensation. The ionosphere measurement data provided by TA-1 will be used in the analytical work performed under TA-2 to improve ionosphere assimilative models. The Ouija program objective is to enhance warfighter capability by developing and validating High Frequency (HF) propagation models with unprecedented resolution in space and time.
