This Request for Lease Proposals ("RLP”) sets forth instructions and proposal requirements for a Lease. The Government will evaluate proposals conforming to the RLP requirements in accordance with the Method of Award set forth below to select an Offeror for award. The Government will award the Lease to the selected Offeror, subject to the conditions below. B. Included in this RLP document is a Lease form (USACE Recruiting Lease Form L100) setting forth the Lease term and other terms and conditions of the Lease contemplated by this RLP and a USACE Proposal to Lease Space (USACE Recruiting Form 1364) on which Offeror shall submit its offered rent and other price data, together with required information and submissions. The Lease paragraph titled “Definitions and General Terms” shall apply to the terms of this RLP. C. Do not attempt to complete the Lease form (USACE Recruiting Lease Form L100). Neither the RLP nor any other part of an Offeror’s proposal shall be part of the Lease except to the extent expressly incorporated therein. The Offeror should review the Lease template; initial each page of the Lease, General Clauses, Representations and Certifications; and submit these together with the USACE Proposal to Lease Space (USACE Recruiting Form 1364). AMOUNT and Type of Space, Lease Term, AND OCCUPANCY DATE (SEP 2015): The Government is seeking a fully-serviced lease up to five (5) years with termination rights for approximately 5,000 Gross Square Feet and a minimum of 6,000 Net Square Feet of space within the Delineated Area set forth below. Minimum requirements include: 24-hour unrestricted access to Leased space; Availability of all communications infrastructure for to include DSL, T1 or a satellite dish; Direct access to secondary exterior exit door from Lease space; common area exterior exit door if shared with other military services; or exterior exit door can, and will be installed prior to occupying the facility; and 24-hour lighted parking for seventeen (17) Government vehicles and adequate parking for privately owned vehicles onsite or within a 4 block radius of the premises. Delineated area: The Government requests Space in Portland, OR in an area bounded as follows: North: Sandy Blvd South: Southeast Johnson Creek Blvd (North of Multnomah Co Line) East: 201st / 202nd Ave West: I-205 Buildings that have frontage on the boundary streets are deemed to be within the Delineated Area.

The Government is seeking a fully-serviced lease up to five (5) years with termination rights for approximately 5,087 Gross Square Feet and a minimum of 4,833 Net Square Feet of space within the Delineated Area set forth below in Portland, OR, for an Armed Forces Recruiting Offices to include base rent, CAM, utilities, janitorial, and parking. In making this determination, the government will consider, among other things, the availability of alternate space that potentially can satisfy the government’s requirements, as well as costs likely to be incurred through relocating. The U.S. Government is self-insured, a security deposit is not applicable. Offeror must be willing to provide a fully serviced space to include real estate taxes, building insurance, common area maintenance, electrical, internet, Wi-Fi, approved trash collection, and provide janitorial services three (3) days a week which are included in the base rent. This Lease shall have thirteen (13) reserved parking stalls for government purposes located in the approved parking area and the Lessor shall provide an approved parking exhibit. In the event parking becomes an issue, Tenant reserves the right to require Landlord to provide un-reserved parking stalls for government purposes. At Landlord’s expense, Landlord shall add pedestrian walkways from said parking lot to Tenants space/building. Offered space must meet Government requirements per the terms of the Government Lease. Interested respondents may include building owners and representatives with the exclusive right to represent building owners. Representatives of building owners must include the exclusivity granting the exclusive right to represent the building owner with their response to this advertisement. The leased premises needs to be located adjacent to identified streets and delineated area shall not extend beyond the streets listed as follows: Portland, OR: NORTH: Portland International Airport; SOUTH: SE Harmony Road; EAST: SE 182nd Avenue; WEST: Willamette River. After the receipt of initial offers, the named Realty Specialist or other authorized representative will conduct negotiations on behalf of the Government. Verbal or written negotiations will be conducted with Offerors that are within the competitive range. The competitive range, which will be established by the Realty Specialist, will be based on lease costs and other award factors stated in this solicitation. All Offerors will be included that have a reasonable chance of being selected for award. Negotiations are considered closed at the due date and time of best and final offers.
